Remove Doc Type for NRA Upload

General Description: User Feedback requires an adjustment to the NRA Upload functionality to allow any document type to be uploaded.

Current Functionality: A User must choose either Excel or PDF when uploading an NRA document. No other document type may b uploaded.

Future Functionality: User Feedback from the initial enhancement has indicated the need for other document types to be uploaded, especially email extensions. Rather than adding a third radio button (and possibly a 4th or 5th in the future for other types, like images), we will remove the document type restrictions from the NRA Upload.

The logic in place to ensure documents are consolidated according to NRA and NRA Amd #'s should remain in place.
