Time Stamp for Quotes

Currently, we only store the day a quote was done. We need to add a time stamp for when during the day the quote was created. This time would be based on 2 things:

1) The DB time (US Eastern)

2) The time a user clicks the blue check mark in at the end of the quoting process, regardless of method.

A new row in the Info Panel will display the quotation Time.

A new column in the Quote History Results Grid should show the Quote Creation Time.
