Price Editing Wizard Opt-in/out

Add a checkbox for Price Editing Wizard to the “Rate Search Results” section of the Organization Settings of the Control Panel. This will either activate or de-activate the Price Editing Wizard Functionality, depending on whether the Amdin wants to allow users to use it or not.

When unchecked, the icon in the Results grid will be greyed out.

When checked, the icon in the Results grid will be enabled as it is today.
