Info Panel - Percentage of Total of Several Charges

For charges like Insurance and VAT, users need to calculate a percentage of the total of several charges.

Perhaps introduce a flag of some kind in Surcharge Mgr so a User cannot move a quote to the Shopping Cart until the percentage charge is linked to a set of charges present in the Info Panel.

This would be tricky.
