Surcharge Mgr - Enter Multiple Contract #'s in One Row of Upload Doc

Customers have the same Surcharge that they would like to apply to several different contracts. Rather than entering them in row by row, they'd like to enter all contracts that the Surcharge should apply to in the one field of the one row. Perhaps separated by a semi-colon.
