Update Haz Toggle to Haz & Non-Haz Check boxes in Tariff Search

General Description: The Haz toggle seems to be a carry-over from other Search panes and has proven to be too restrictive. We need to update that so users can search both Haz and Non-Haz or one or the other.

Current Functionality: Users can only search Haz or non-Haz, they can't view everything together.

Future Proposal:

In the Tariff Search Pane, update that so users can search both Haz and Non-Haz or one or the other.

These check boxes should be configurable in the Default settings.

The Default should show as both boxes checked.
