Disable Quotation Dates & Sell Features if Not Quoting

If a customer org is not using QMS to quote, Info Panel features related to the Quoting workflow should be disabled.

Workflow items:

1) Quotation dates - greyed out and disabled

2) Sell radio button - greyed out and disabled

3) Shopping Cart - plus sign icon is grey and disabled

This can be something added to the Org Settings.

When unchecked, the features above are disabled.
