Reorganize Notes to display user enter notes in front or before shipment events.

Currently MCC shares user entered notes and shipment events in one space - requesting to either have two different locations for notes and events or if they must share the same space - have the user entered notes prioritized and on top of the shipment events. This change will allow user to quickly review current notes and not have to search through all the shipment events.
