Enable Pick and Load tasks to search by both items and locations

As a Flow WMS user, the first step in starting a Pick and Load task only allows to search for locations. This means I have to scan or manually enter location before being able to scan item. For some work operations this may create an additional step in both Pick and Load Tasks.
