Flow WMS Portal Operations Access (Non‑Admin Role)

Add a permission that grants access only to the operational pages in the Flow WMS Portal (Received Items, History, and Operations Dashboard), without exposing the Settings area for warehouse staff and supervisors who need real‑time visibility but shouldn’t manage configuration.
Improves visibility and accountability on the floor while reducing risk from over‑privileged access.
