Add Unique "Custom Reference" to Tariff Mngt

General Description:

Organizations typical have an internal or other reference they use for their tariff filings.

Current Behavior:

Tariff Mngt does not currently have a unique reference field.

Future Proposal:

Add a "Internal Reference" column/field in in the following:

1) Search pane under the "Tariff" tab (not for NRA toggle choice) in the Quote Details section

2) Rate Results Grid with the ability to show or not in the customize feature

3) Result Info Panel, should be available for editing

4) Upload Template

Technical Aspects to Consider:

The extra reference should not be visible in when using the FMC_ADMIN credentials.
