Merging API created files only when both MBL and HBL matches

The Entry, ISF, 7512 files should merge automatically only when both MBL and HBL matches each other. Magaya currently checks and merges the files when MBL matches, and it is creating extra work when there are multiple HBL under same MBL on a consolidated MBL shipments.
