Configurable bottom bar icons in Flow WMS

Add to the Flow WMS Portal a setting to allow administrators to set which bottom icons to display in the app to customize their workflows by operational context and configure the default action. For example, display the Set Location icon in the Picked Items Page and default to "Select all" items to add the location at once.
