Allow ocean rates, tariffs and route or vendor charges to be set up once as "Weight or Measure" (W/M), so that each shipment is charged on whichever is greater, its weight or its volume, using a configurable factor (1,000 kg per cubic meter by default). This removes the need to keep separate weight and volume rates and choose between them by hand, especially for LCL ocean cargo.
