LVO needs a role to allow modification of Bill of Loading Field on HBOL

The user needs to set up in configuration Document Numbers, LOCK TRANSATIONS NUMBER, at Master and House on Masters, Straight and House Ocean Shipments but then needs a role to to "MODIFY HOUSE BILL OF LADING NUMBER WHEN TRANSACTION NAME IS LOCKED"
